MR. BEKİR KÖKSAL WAS APPOINTED AS THE NEW DIRECTOR GENERAL OF OUR INSTITUTION The new Director General of our Institution, Mr. Bekir KÖKSAL took over the management from Mr. Abdullah GÜVEN who had been the Director General of the Institution since 2008 at the handover ceremony held on 24 June 2010. At the ceremony held in the presence of all staff of Administration for Disabled People, Mr. Bekir KÖKSAL presented a plaquet and conveyed his thanks to Mr. Abdullah GÜVEN for his contributions to the field of disability policy. KARABUK DISABILITY DATABASE PROJECT The project aims determining the number of persons with disabilities living throughout the city of Karabuk with the guidance or help of family physicians and entering the collected data into Disability Database of Karabuk Governorship and into the National Disability Database. The final report of the project was released to the public in the meeting held in June 2010. Click here for the photos of the meeting. THE RATIFICATION OF UN CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITIES UN Convention on the Rights of Persons with Disabilities, an effective instrument in standardizing the Member States’ obligations and implementation mechanisms with regard to rights of persons with disabilities, was signed by Turkish Republic on 30 March 2007. The convention was discussed in TBMM (Turkish Grand National Assembly) on 8 May 2008 and it was ratified by TBMM on 03 December 2008. TRAINING OF TRAINEES ON THE USE OF THE INTERNATIONAL CLASSIFICATION OF FUNCTIONING, DISABILITY AND HEALTH Administration for Disabled People has developed a project on “Training of Trainees on the Use of the International Classification of Functioning, Disability and Health” in collaboration with the World Health Organization. Within this project, a workshop was held in Antalya between 26 and 29 November 2008. An expert group consisted of medical doctors, disability experts and people from various health related professions participated in the training programme. COUNCILS ON DISABILITY Third Council on Disability with the theme of “Care Services” convened between the dates of 19th November and 23rd November 2007 with the aim of ensuring citizens with disabilities lead an independent, peaceful and happy life without facing handicaps in daily life, making it possible for PwD’s to access their legal remedies and freedoms and providing appropriate support to the persons who can not fill his/her individual psychosocial, transport or basic self care needs without the help of another person. THE PROJECT “MODEL MUNICIPALITIES FOR BARRIER FREE PHYSICAL ENVIRONMENT” The purposes of the Project are to raise awareness and disseminate knowledge on accessibility of disabled people; to share best practices in terms of accessibility with all provinces. Administration for Disabled People has been co-operating with 4 municipalities, i.e. the Municipalities of Hendek, Karaman, Konya and Keçiören, which have the best practices for barrier free physical environments across Turkey. THE PROJECT “TURKEY WITHOUT BARRIERS” The aim of the Project with the title of “Turkey without Barriers” which has been implemented in co-ordination with Administration for Disabled People affiliated with Turkish Prime Ministry is to raise awareness and consciousness of related NGOs, public and local authorities about 2005 Turkish Disability Act. In order to achieve those aims, campaigns on the legislation are run through media services and interactive public panels and conferences. In addition, informative seminaries are performed for public authorities and NGOs. These activities have been implemented in 51 out of 81 provinces thus far. THE PROJECT “IT’S ALL IN MIND” The Project worked with a number of European partners (Denmark, Ireland, Turkey and the United Kingdom) to disseminate good practice, and to establish the training and support needs of training/teaching staff. This was to ensure that they were better able to work with and support learners experiencing mental health problems, thus allowing people with mental health problems to access mainstreaming learning as opposed to learning within dedicated or specialist environments. THE PROJECT “DEINSTITUTIONALIZATION AND COMMUNITY LIVING - OUTCOMES AND COSTS” One of the main aims of European Union Disability Strategy is to facilitate the active inclusion of disabilities by promoting independent living in the community or in the family. Together with Deinstitutionalisation and Community Living - Outcomes and Costs project funded by the European Commission, existing statistical and other qualitative data on people with disabilities in residential facilities in 28 member of European Union and its candidate countries including Turkey were collected, analysed and interpreted. 2005 EMPLOYMENT YEAR FOR DISABLED PEOPLE To manage disability issues in a systematic way, a Disability Action Plan for the years between 2005 and 2010 has been implemented. Disability Action Plan includes provision of solutions for primary problems faced by disabled people to the extent of our country’s specific conditions and resources and the administrative arrangements. First and the foremost objective is to provide the empty vacancies to be filled in the frame of quota requirement both in public and private sector. In this framework, Prime Minister Mr. Recep Tayyip ERDOĞAN announced the year 2005 as the “Employment Year for Disabled People” to provide an opportunity to manage employment policies for disabled people all around the country in line with Disability Action Plan. © 2010 - Republic of Turkey Prime Ministry Administration for Disabled People
